Beyond Gurugram: CM Saini offers Singapore firms new GCC hubs across Haryana
CHANDIGARH. Panchkula, Karnal, Hisar, Sonipat and Rohtak will be developed as the next centres for Global Capability Centres (GCCs) and tech companies, Chief Minister Nayab Singh Saini told Singapore business leaders on Tuesday, signalling that Haryana wants growth to spread well past Gurugram.
He made the pitch at a roundtable held under the Singapore Business Forum on the last day of his three-day Singapore visit. Representatives of more than a dozen Singaporean companies, office-bearers of the Singapore Business Federation, investors and industry leaders attended.
Companies setting up in these five cities would get lower costs, skilled workers and a better quality of life, Saini said. They would also be able to draw on North India’s large talent pool and the state’s strong connectivity.
Data Centre Policy-2026
Saini said the state has framed the Data Centre Policy-2026 to meet the fast-rising demand for data storage, cloud services and computing power. The policy promises investors land, reliable power, modern infrastructure and a stable, predictable business climate.
Green energy push
Green energy was a fresh focus. Saini said Haryana has strong potential in renewable energy, green manufacturing, energy efficiency, waste management and the circular economy. Combining Singapore’s experience in sustainable growth with Haryana’s industrial base could create new models of green industry, he said.
Fintech and regional HQs
The Chief Minister said the government wants to build Gurugram into a base for global financial services, fintech, digital firms and regional headquarters.
He also invited Singaporean firms to look at Haryana for chip and electronics manufacturing, components, supply chains and research tie-ups, citing its auto and engineering base and closeness to the NCR.
Warehousing and logistics
Saini listed warehousing among the target sectors. He said the state’s industrial estates, expressways, dedicated freight links and logistics network make it a ready base for factories, distribution centres and supply chains serving North India.
Workforce and ETEC
Land and infrastructure alone do not make investments work, Saini said. The state is working with industry to strengthen skill training and research so companies find job-ready workers.
He named potential investments such as ETEC as part of the wider partnership, saying these would help build local supply chains and talent.
Saini said investors should bring technology and opportunities, while his government would handle facilitation and time-bound delivery. He thanked the Singapore Business Federation and said he hoped the meeting would open a new chapter in Haryana-Singapore business ties.
Earlier during the visit, the Chief Minister toured urban planning firm Surbana Jurong to study its township model for Haryana’s proposed new Industrial Model Township (IMT).
